Wyoming hunting question

Anybody here have experience with Wyoming's HMA and WIA program?  I will be applying for the elk tag this month with 1 pp, and am deciding where to apply.  I noticed that many of the HMAs don't open until October, and often the type 9 license isn't even offered for the unit the HMA is in, but I'm only interested in bowhunting.  I sure would prefer hunting private land with restricted access over public land.
